Look for a rectangular or round cover inset into the ground. It usually sits between the curb and the sidewalk, though it may be among the landscaping or in an alleyway for some commercial buildings. The cover may read “water meter.”
Increase your grip with a cloth or rubber jar-gripper. Rock the valve gently back and forth until it turns all the way in both directions. If this doesn’t work, use Channellock pliers to give the valve a half-turn open, and then use your hand to turn it back until the valve is loose. Don’t force the valve and call a plumber if neither method works.

Cracked or missing water shut-off valve cover. If your valve is outside, a broken cover can mean even more damage to the system.
Valve that doesn’t control water flow. If your valve handle spins, but the water doesn’t shut off or doesn’t stop completely, the mechanism may need replacing.
Stuck valve. Some valve handles get stuck due to age or rust. Our service professionals will get your valve opening and closing again.
